To use its own words, the Infrastructure Planning Commission (IPC) opened for business on the 1st October 2009. 
The IPC is an independent body which makes planning decisions on applications for nationally significant infrastructure projects which support the economy and vital public services. Railways, large wind farms, power stations, reservoirs, harbours, airports and sewage treatment works have been specified.  It would appear that the normal planning system is not suitable for this purpose.  The system in Scotland will be different.

All the infrastructure items mentioned require construction materials if they are to be built.  Whether these materials are produced within the UK or elsewhere, they will ultimately derive from the earth.  Unless IPC applications incorporate the provision of, for example, quarrying of minerals locally, the developers will be faced with obtaining economically sourced construction materials via the open market.  The providers in the open market will obtain their planning consents to develop minerals and materials under the normal planning system.  Companies and landowners and minerals owners should be alert to this and attempt to influence normal local planning policy accordingly, if they are suitably placed to provide requirements.
